The best thing to do is to wear protection to prevent the problem. I use a neck gaiter like this http://www.campmor.com/webapp/wcs/stores/servlet/ProductDisplay?productId=18339&memberId=12500226 on really cold, windy days.

I also use a moisturizer for sensitive skin with an SPf of 15. You need to use these every day, not just the days you ride. They don't work like sunblock does. It's more effective when used daily.

There are sunblocks available for sensitive skin. I believe Neutrogena makes one specifically for the face.

And finally, when I get home, I wash my face with some warm, not hot, water and moisturize again.

Look into using Dermatone (http://www.dermatone.com/) when you're outside doing winter activities. They have great products that help protect your skin from the sun AND cold. It's not as common here, but in the west, you see this stuff everywhere!

I have a little tin of that stuff. I find it to be greasy. They have other tins that are cremes. Just make sure you get the right one so you don't end up:
A) looking all oily and
B) breaking out

I moisturize daily, and definately use the stuff with the sunblock on a daily basis like SnoChica mentioned. Using a face mask definately helps.

I'm a big fan of the bandana

In the end I think the bandana works the best!
